Teodoro: Reforms in MUP Pension System My Top Priority

The issue of pension reforms has long been a contentious one in the Philippines. Many retirees from the uniformed services, particularly the Military and Uniformed Personnel (MUP), have been struggling to make ends meet on meager pensions. Recognizing the urgency of this matter, Defense Secretary Gilbert Teodoro has declared that pension system reforms for MUP personnel are his top priority.

In an interview with ANC, Teodoro emphasized the dire need for reforms in the MUP pension system. He acknowledged that the current system is flawed and does not adequately provide for the needs of retired military and uniformed personnel. He stated, “We need to have a sane and sustainable pension system that will properly compensate our retired personnel for their years of service and sacrifice.”

Currently, retirees from the Armed Forces of the Philippines (AFP) receive larger pensions compared to those from other uniformed services such as the Philippine National Police (PNP) and the Bureau of Fire Protection (BFP). This inequity is a major cause of dissatisfaction and frustration among retirees.

Teodoro aims to rectify this discrepancy by implementing a more equitable pension system that takes into account the years of service and rank attained in each branch of the MUP. Another crucial aspect that Teodoro intends to address is the sustainable funding of the pension system. Currently, the pension fund for MUP personnel heavily relies on the national budget and contributions from active members. However, due to the aging population and the increasing number of retirees, the pension fund’s sustainability is under threat.

To address this issue, Teodoro plans to explore alternative funding sources, such as creating investment opportunities for the pension fund, exploring private sector partnerships, or increasing the contributions from active MUP personnel. By diversifying the sources of funding, he hopes to ensure the long-term financial viability of the pension system, allowing it to adequately support retirees’ needs.

In addition to addressing the pension system’s shortcomings, Teodoro also recognizes the importance of providing better post-retirement benefits and assistance to MUP retirees. This includes improved healthcare services, assistance programs, and job placement opportunities for retired personnel transitioning to civilian life. By providing comprehensive post-retirement benefits, Teodoro aims to ensure that retirees can live a dignified and comfortable life after their years of service.

While the road to pension reform may be challenging, Teodoro’s commitment to making it a top priority is a positive step towards improving the lives of MUP retirees.     Regarding MUP! Why they focus on the Uniformed Personnel? If they will force us (PNP/AFP) to contribute from our salary which we shed blood from our service for the sake of paying the debt of our beloved country because of the past corrupt officials, let also all Government leaders/officials in different agencies with much larger salary than the PNP/AFP, having large budgets for their projects that they are corrupting and more capable of sharing financial support, to CONTRIBUTE also! Regarding the percent, must be the same level with the PNP at least 2% only!!! This MUP Bill especially regarding salary… must be implemented also to all of them!

    Inspite of high Inflation rate the government decided to cut down MUP pension when they only enjoy when Former President Rodrigo Roa Duterte increase their salary on 2019 and now Marcos Administration is pulling it back and instead of focusing on how to combat corruption,reform the fund allocated to politicians and give them to DPWH which is the lead agency when it comes to government projects,Politicians job is to make laws not to make roads, focus on uncollected tax and anomalies on government agencies/ mismanagement of Public funds that is the main cause of fiscal collapse in the Philippines.
    If this problems were addressed their will be no fiscal collapse in the future.
