    All government, military, police retired officers be totally debarred to pen or any other form of media exposer of the knowledge acquired by them. They must not earn money on knowledge acquired during service for which they received pay and now getting pension. Apart from action under pension rules the money earned should be deposited in the government although the rule provide for 33.33% income with government.

    I'm in Central University of Rajasthan, a faculty at Physics dept told that he worked on India's nuclear program and was sent to France by Indian government to learn more about nuclear physics. He used Monte Carlo simulation to do something with the way atom m bomb is carried safely in plane. Later when he wanted documents related to his research from GOI, he was denied. Reason cited was confidentiality and sensitivity. So it happens.
