my father was retried on 1995 at age of 49 years and total govt 27 years and my father death 2013 at age 67 years .

……….. Old-Pensioners of one grade/status are being discriminated against on the basis of meagre salary & Rigmarole of Rules at the time of their retirement. This basis is irrational, unjust, inhuman & irrelevant. A Divisional Commissioner of Lahore branded as an old- pensioner needs to be given the same respect & paid the same pension, if not more, as a recently retired commissioner (same grade). There is no compelling reason to insist on keeping discrimination between OLD & NEW pensioners … There was NO rationale/need for it !
………. (1) Pensions are meant to ensure the standard-of-living of senior-citizens of a Grade / Status & save them from dependence on others in their lean period of life. The AGPR is duty-bound to function & facilitate matters within the FRAMEWORK !
………. (2) Welfare-Policy parameters given by the government and the decisions of the courts on one side , they keep adopting their own teasing activities on one or the other pretext undeterred for the reason of NO fear of reprisals & the reason not describable , they are adamant to give NO response !
……… (3) Fair play & dispensing justice is not their domain .
……… (4) It is no fun to resort to the nominated institution for justice , the COURTS . To have fair dealing with the lawyers & expect a decision within a reasonable time is hard to expect & The Cost here also is very formidable.
…….. (5) The best & only way left , then , to make the mare go ultimately is muk-muka !

(6) In the interest of justice & to make things simple & easily understandable , it is suggested that a BENCHMARK may be prescribed that , on retirement all employees with 20 years total service & minimum three years in the last grade may be bracketed in the same Minimum Pension of the last grade irrespective of the rigmarole of Formulas & Options made applicable from time to time.
…….. The government policy is to ensure an improved standard of living & a respectable & easier life for its senior-citizens, at present, suffering from injustices due to the unnecessary complexities of rules & formulas.

(7) It should be the duty of Anomalies-Committee of the Auditor-General of Pakistan to examine the disparities / discriminations after, at the most, every three years in the light of the government policy and the decisions of the courts, and improve / revise PENSIONS to undo any discrimination observed
…….. (8) Without REQUIRING the feeble aged persons to visit the AGPR or making applications to them for Commutation , Group-Insurance, Benevolent Fund etc. All benefits may be disbursed as a MATTER OF RIGHT through AGPR /DCS / BANKS & starting from The Senior-Most !
…….. (9) Recovery-Notices from a pension may be totally BANNED , this is the cruellest joke with the court-decisions and defeats welfare-measures taken by the government. From the senior citizens , 30 years after pre-mature retirement (with 30 years’ service , 4 years in grade-19) AGPR Karachi has started recovering presumptive over-payment … At the age of 82 years, not in my right senses, presently I am getting , after deductions , only Rs.45000/- per month a third of what I should be receiving.
…….. (10) They are not inclined to reply to my Mercy Petition … THIS SINGLE-FACTOR IS RESPONSIBLE FOR PROMOTING 90% CORRUPTION IN THE PUBLIC-DEALING DEPARTMENTS !
……..(11) They are NOT prepared to realize and agree that pensions cannot be reduced even by courts … & that too after 30 years !
