    1.Sir in 2002 finance department made ammendment in pension rules of compulsory retirement on ground of disciplinary grounds and for pension minimum qualifying service raised to 20 years from 10 years.
    2. In march 2002 a clarification was issued by FD according to which no specific service period is required for pension benefits in case of retirement on disciplinary grounds.
    3. In march 2018 FD advises that in case of service less than 20 years the pension cases of retirement on disciplinary grounds cannot be processed for pension benefits.
    4.in august 2019 AG Punjab asked the FD to review the advise of march 2018, because pension is also given to many employees whose service is less than 20 years but more than 10 years and compulsory retired on disciplinary grounds.
    5.in response to AG punjab request, FD again advises that service of 20 years is required for pensionery benefits in case of retirement on disciplinary grounds.
    Sir in above scenario my question is that either employee having service less than 20 years are not entitled for pension benefits retired on disciplinary grounds.
