Yes you are right, laikin kia is problem ko anomaly committee address nahi karay gi. Yan aisay to nahi hona chahiye k jis ki basic kam hay uski pension ziada, Aur jis ki basic ziada hay us ki pension kam. Yeah to basic rules k khilaf hay bat. Isay anomaly committee main highlight karna chahiye.
