Douglas Macgregor: Major Escalation By Russians !!!

    The Navy has had some advantage as DG says. Most at-sea jobs require technical competency. Particularly true in the nuclear sub force. The guy behind that was Hyman Rickover – a polymath and iconoclast who demanded accountability and technical competency for both officers and enlisted in his program. He hated, abused and avoided the established flag culture during his tenure (1949-1986). 35 years after his death that ethos remains yet its being challenged as merit-based STEM education is under attack.

    But there is a price to pay – technical competency comes at the cost of tactical competency. Rickover understood this dynamic, recognizing that an intense focus on technical readiness requires a lesser focus on tactical and logistical readiness. Submarine officers do not see the insides of the Naval War College until we’ll after their command tour. This is unfortunate in that a basic classical education that would include history, warfare and logistics is deferred until after their best chance to absorb it and train their JOs on it.

    The sub force is small but very technically ready. In battle, the sub CO fights autonomously in real-time. They’re not tactically as ready as they could be.

    All of these sub COs are very bright. Will they have enough time between war initiation and first contact to train and discipline sonar and fire control parties? The lessons of WW2 point to a definitive answer: No, they won’t.

    Truly aggressive, veins-in-their-teeth sub COs were not in command at the start of WW2. A full eighteen months were required until Japanese losses per US sub deployed began to rise dramatically. While the excuse of bad Mk-14 torpedoes was proposed as the cause of the delay, a companion reason is that the first COs were not aggressive or tactically well-trained enough to be effective. It took a second generation of WW2 sub COs to elevate the sub force’s game.
