What happens after I am Documentarily Qualified at the NVC?

2. 3. 6. Visa Interview: The interview is your opportunity to demonstrate your eligibility for the immigrant visa and address any inquiries or concerns the consular officer may have.     If a case is documentary qualified by NVC, why the embassy still drags the case even if all documents they request has been submitted,, my wife literally has been going to the embassy more than 20 times, every time they hell her the police record expired needs to bring a new one, she does it, 30 days later the same, her record is clean,, a month ago gave her a yellow paper noting shes is missing birth certs, divorce docs, passport,,, but they had it the whole time,,, do i need need legal help for this case? Because i dont see any other excuse why they keep dragging the case, its been 3 yrs and 7 month to this day,

We have received a interview date for his visa and I was checking on CEAC I filled out the I-864 and submitted my irs transcript and it said everything was accepted and now it says I’m missing the I-184ez and my W-2 and tax statement.
